Notes

The way in for new level 90 characters in the last phase: the Celestial Dungeons drop Siege of Orgrimmar loot at Normal item level.

This list uses the best-in-slot items at Normal item level, from the Celestial Dungeons.

Enchants and gems are the same as in the Siege of Orgrimmar list, from the same patch.

Some slots are Throne of Thunder drops that stay best in slot. They do not drop in the Celestial Dungeons: run Throne of Thunder for them, or take a Normal Siege of Orgrimmar item for the same slot.

Rune of Re-Origination (Lei Shen, Throne of Thunder) stays because it is far stronger than any alternative from Siege of Orgrimmar.
