Blizzard drops attunements for the raids that open WoW Forever
The raids that open World of Warcraft: Forever need no attunement. Raids come in fixed sizes of 10, 20 and 40 players, and the difficulty never adjusts itself. Blizzard says so in an interview with But Why Tho?, summarised by Wowhead.
Whether raids after launch ask for an attunement, Blizzard will not say for now.
Fixed sizes instead of flexible groups
Every raid and every encounter has to feel like Classic, says Blizzard. Encounters do not open with complicated mechanics. They should be demanding and still be a place where you bring your friends along.
That is the reason for the fixed sizes of 10, 20 and 40 players rather than a group that scales. The difficulty stays the same as well, so it does not follow your level or your gear. A group that keeps returning can therefore out-gear and out-level a raid.

Careful with what Season of Discovery tried
Forever holds content from before Season of Discovery. That season pushed additions about as far as they could go, says Blizzard, and for Forever the team wanted to be more careful. There are class changes, but the original specialities of each class stay intact.
More of the interesting ideas from Season of Discovery may follow later, says Blizzard. The team starts by filling out the skills of the classes first. Which ideas those are, and when they arrive, has not been announced.
The interview was with Lead Software Engineer Ana Resendez and Associate Production Director Clayton Stone.
