Every new spell rank is now an upgrade

Every new rank of the main damage and healing spells is now an upgrade in World of Warcraft: Forever. The beta build of 8 October retunes the early ranks of Wrath, Fireball, Frostbolt, Arcane Missiles, Smite, Lightning Bolt and Shadow Bolt. Penance deals and heals less.

For each of those spells, Blizzard adjusted the base values and the growth per level, so that the ranks grow more evenly. Some early ranks go down, later ones go up. The values below come from the data of the new build.

Spell Rank Before Now
Wrath 2 25 to 28 21 to 24
Wrath 5 47 to 53 46 to 52
Fireball 2 33 to 47 27 to 39
Fireball 5 98 to 130 108 to 143
Arcane Missiles 3 46 per second 49 per second
Lesser Heal 3 138 to 160 157 to 181
Heal 1 282 to 324 260 to 300
Lightning Bolt 5 71 to 80 79 to 90
Shadow Bolt 2 41 to 48 40 to 46

Druid

Thorns gets its Vanilla base damage back, and its spell power ratio drops to 6% (was 13.3%). Rank 6 now deals 18 damage per hit, down from 22. Bear Form and Dire Bear Form get 50% extra threat (was 30%), and critical strikes give 100% more Rage (was 75%). Demoralizing Roar now causes threat.

Predatory Instincts is renamed Natural Instinct and also adds spell healing equal to 12 or 25% of Intellect. Shifting Power can no longer be used at full Energy. Druids can drink Mana Potions in Bear, Dire Bear and Cat Form again, and Cat Form no longer lowers maximum health. Fewer effects can transform a Druid out of a form: the form shows what a Druid does in combat, Blizzard says.

Paladin and Priest

Retribution Aura also returns to its Vanilla base damage, about 33% less, with a 6% spell power ratio. It used the spell power of the target instead of the Paladin, which is fixed. Reckoning can trigger only once every 1.5 seconds. Improved Seal of Fury and Shield Specialization no longer cause threat when they restore Mana.

Penance was treated as a 3 second channel instead of 2 seconds, so its damage and healing go down. Rank 1 now heals for 134 per tick (was 184) and costs 50% more Mana. On top of that fix, Blizzard raised the healing of ranks 2 and 4. Blizzard wants Penance to stay a little more efficient than Heal and Greater Heal.

Hunter, Mage, Shaman, Warlock, Warrior

Rage from taking damage also changes for Warriors and Druids. That is in the post about the build.
